What should the European Union do to challenge the Eurozone crisis? Examining the recent debate, one can identify the following options to overcome the EU’s institutional crisis:1. reform of the EU treaties;
2. enhanced cooperation:
3. the conclusion of an international agreement.
In this brief note, I am going to stress both the negative and the positive aspects of these options, trying to read them in light of the constitutional dynamics of the EU.
